I live in a rural area of Pennsylvania, & enjoy using the computer, writing, organizing, & taking care of pets. I do not want to be involved in a pyramid scheme or get ripped off, but I am willing to work hard, for a legitimate business that does not charge up-front fees to get started.

You can write niche content and make some money via Google Adsense or Yahoo Publisher Network. Both are pay per click programs. Check out this case study It’s about Askthebuilder.com earning nearly $30,000 a month with Google Adsense.

I don’t know about any good work at home job. But, I can tell you what type of business you can start online without any money at front. There are a lot of online companies offering free Affiliate program, agent opportunities, or partnerships.
Well the first thing you need to do is finding a good affiliate program and join it. Good affiliate programs are those that have no time limits for visitors to come back and make a purchase through your affiliate link, support affiliate phone sales, offer you free co-branding rights of their web site (a plus but not required), enough web marketing tools (banners, links, store fronts, articles with links, etc…), and offline marketing tools (flyers, sale scripts, postcard, and more)
Pick companies that sell only one kind of product or have one web site per product. This will make it easy for you to promote online or offline. Try to read articles, guides, or books about the services or products that you decide to promote. Look for what’s hot on the market right now…
Some of the products you can look for are:
VoIP Services (make money per sale and on the monthly bill)
Satellite TV (make money per sale minimum $50)
Business E-books (make money per sale)
Business Softwares (make money per sale)
Try to learn as much as you can about internet marketing

If you want to make full time income working only part time you can look into starting a cleaning service.
STOP! Think about this before you delete.
Even though you are working outside the home, you are your own boss. Set your own hours and most of all, keep the profits.
You will have to decide for yourself, but being the owner of my own cleaning service has been great. Check it out. It can’t hurt.

If I had the answer to that I would have the most successful home based business out there.
Most people who work at home and are successful are doing one of two things - getting paid a commission on everyone they convince to join the program (also known as MLM or pyramid plans) OR they have their own business. Your own business is something you create yourself, not find on the internet. You create it based on your skills, your passions not on what someone else tells you is the GREATEST thing going.
If you are looking at one of the endless “opportunities” out there be careful - most are scams. Here are a few questions you should ask to help figure out if the one you are looking at is for real or not.
Legitimate work-at-home program should tell you - in writing - what’s involved in the program they are selling. Here are some questions you might ask:
* What tasks will I have to perform? (Ask the program to list every step of the job.)
* Will I be paid a salary or will my pay be based on commission?
* Who will pay me?
* When will I get my first paycheck?
* What is the total cost of the work-at-home program, including supplies, equipment and membership fees?
* What will I get for my money?
